TERMS OF REFERENCE PSF PNPM Peduli

Communications & Knowledge Management Consultant – Short Term Consultancy (STC) National Program for Community Empowerment (PNPM) Support Facility Social Development Sector World Bank Indonesia

BACKGROUND

PNPM Peduli seeks to strengthen the capacities of Indonesian CSOs to reach and empower marginalized groups to improve their socio-economic conditions. A strategic focus is to identify and enable marginalized men and women to reach their potential in order that they can make a positive contribution to society. The program aims to share this learning and knowledge and to influence government thinking so that resources can be more effectively utilized. PNPM Peduli aims to compliment PNPM Mandiri and other government programs by capitalizing on the comparative advantage of local CSOs in reaching and working with marginalized groups. Connected to emerging work within the PSF on social accountability, inclusion and poverty reduction, PNPM Peduli will contribute lessons learned and good practices in this field on the role of civil society in reaching and working with highly marginalized groups and individuals.

PNPM Peduli is different from other community-based poverty reduction programs. The Peduli model aims to work on CSOs that work with marginalized groups rather than through them. Funding aims to strengthen CSO organizational capacities and, together with beneficiaries, enables them to set their own priorities in their work. The program design and mechanisms have therefore been developed in partnership with CSOs. CSOs developed Peduli program targets for the broad changes they hope to see in their organizations and in the lives of those with whom they work. Simplified project tools and mechanisms not only focus on ensuring the project runs well but that CSO strengthen their management capacity, transparency and accountability to help promote sustainability.

OBJECTIVES OF THE PROGRAM

In the Pilot Phase, PNPM Peduli supports two types of national CSOs (Executing Organizations – EOs): grant-making organizations and nationwide CSOs with sub-national branches. The PNPM Support Facility (PSF) awards grants to EOs who in turn on-grant to local CSO partners or their local branches that implement activities reaching the most marginalized in Indonesia. PNPM Peduli has two phases:

Phase One. (June 2010 - December 2012) i) Preparation - the design and development of operational procedures, selection of grant recipients; and ii) Pilot implementation – grants awarded to 3 national CSOs (‘Executing Organizations’ or EOs) that will on-grant to local partners (CSOs or sub-national branches) to implement activities and test the Peduli model.

During Phase One the program seeks to:
Empower (economically and socially) marginalized groups not effectively reached by PNPM Mandiri;

Strengthen the capacities of Indonesian CSOs that work on activities targeting marginalized groups; and

Test innovative ideas for inclusive approaches to working with the most marginalized that can later be scaled up by PNPM Mandiri and other Indonesian poverty programs.
Phase Two. (January 2013 – June 2015). Pending approval of the Phase II, it is intended that full implementation will include the original 3 EOs and proposed 3- 4 additional EOs. One of proposed new EOs will work directly with disabled people organizations or disability-specific CSOs to reach people with disabilities.

During Phase 2, two additional objectives will be pursued:
Promote synergies between CSOs and government programs (e.g. PNPM Mandiri) on inclusive approaches to working with marginalized groups; and

Promote integration of innovative approaches to social inclusion of marginalized groups into government poverty reduction programs (e.g. PNPM Mandiri).
Grants have been awarded by the World Bank to three national CSOs operating as EOs (Kemitraan, Association for Community Empowerment and Lakpesdam NU). Together these 3 EOs that are providing sub-grants and organisational capacity support to 69 local CSOs (39 CSOs and 30 branches of NU). These local organisations are working with marginalised groups across 24 provinces in Indonesia focusing on economic development, access to services and rights and social justice.

An Indonesian firm is contracted as the Technical Support Group (TSG) providing technical and financial auditing to the program including: monitoring, evaluation and learning (MEL), communications and knowledge management, management of the program MIS, complaints handling and provision of capacity building to the national EOs.

OBJECTIVES OF THE ASSIGNMENT

The PSF has identified the need to hire a Communications and Knowledge Management Consultant (national assignment as a Short Term Consultant - STC) to support the PNPM Peduli team. The Communications and Knowledge Management Consultant will work as part of a technical team providing strong support to the three grant recipient organizations as well as overall program coordination for communication and knowledge management.

Role and Key Tasks

The PNPM Peduli Communications and Knowledge Management Consultant will be responsible for finalizing, and then implementing and managing an internal and external PNPM Peduli communication and knowledge management strategy. Specific tasks are to:

Internal strategy
Develop and implement specific strategies to share good practices, innovation, learning, results across program to strengthen implementation and upscale good practices. This will be carried out in partnership with EO and with government (Menko Kesra) that will coordinate and share information, practices and learning at the local level.

Provide guidance and support to EOs in implementing the Program’s communication and knowledge management strategy, particularly in sharing learning and good practice in reaching marginalized groups.

Strengthen communities of practice by developing mechanisms to encourage and motivate partners to interact, learn and share resources, experiences, stories, tools, etc. In this role, the consultant will work closely with the Capacity Building Consultant.

Finalise and distribute to EOs (to distribute within the program network) key communication documents including beneficiary change stories, interviews with program beneficiaries and CSO partners, case studies and so on.

Coordinate events including the Pilot Phase Review with the JMC and Regional Learning Forums involving beneficiaries and CSO partners to share learning and discuss issues of marginalization. Outcomes from the learning events will be shared internally and externally and be used to develop recommendations to strengthen implementation.

Together with the M+E Consultant periodically review MIS qualitative information and utilize this information.
External strategy
Refine and implement an external strategy that broadly identifies key messages, audiences and purpose of communication with key audiences including other government agencies, donors, other development partners and the general public. This will include practical strategies to share new knowledge on marginalization with government and working effectively with CSOs.

Build positive relations with Government of Indonesia (GoI) partners and donors including the provision of updates on Program progress, and helping to coordinate their involvement in field visits and events.

Coordinate with the Communication Specialist in Menko Kesra on materials and products as well as strategies for sharing learning with government at the national and local levels.

Prepare and distribute a suite of communication materials/products to communicate results, progress and learning internally and externally. Products may include newsletters, brochures, fact sheets and stories. The consultant will work with EOs to prepare material content.

Ensure up-to-date key project information and documents are available online, including project manuals, procurement plans, key budget information, newsletters, progress reports etc. Also ensure qualitative information not available in the MIS is updated, stored and readily available for various communication purposes.

Support the PNPM Peduli Coordinator and Consultant as required to draft program documents including quarterly reports, progress updates, information for the annual report and so on.

Coordinate with the PSF Communication team about upcoming Peduli national and local events, communication products, media outreach and seek their support to utilize social media to map PNPM Peduli projects.
Location, Supervision and Timing

The PNPM Peduli Communications and Knowledge Management Consultant will be based at the PSF Secretariat office in Jakarta. It is expected that some travel is required but that most tasks to be performed through this STC can be done so in and/or around Jakarta. The PNPM Peduli Communications and Knowledge Management Consultant will report to the PSF PNPM Peduli Coordinator.

Contractual Arrangements

The PNPM Peduli Communications and Knowledge Management Consultant will be a national hire as a STC for 150 days starting in August 2012.

Qualifications

It is expected that the PNPM Peduli Communications and Knowledge Management Consultant will meet the following qualifications:
A graduate degree in a relevant field – development studies, communication, journalism, public relations etc;

At least 5 years experience working in public relations, communications and/or knowledge management role;

Demonstrated experience writing reports, brochures, articles and other communication materials for a range of audiences.

A good understanding of the development context in Indonesia demonstrated by professional experience working with government, or development agencies in a monitoring and evaluation related role;

Excellent written skills in Bahasa Indonesian and English; and

Excellent verbal communication and interpersonal skills.
